Matthew Taylor and Frank Field (former chairman of the Commons work and pensions select committee) have been exploring the solutions.
One potential solution from Frank Field is to push the burden of proof that someone is really self-employed onto employers. Whilst leaked today, Matthew Taylor's review will be introducing a new category of people, “dependent contractors”, who are eligible for workers’ rights but are not workers. It suggests that people in this category should be able to earn that national minimum wage if they desire.
